I've seen twigs and shoots dying on rowans with Nectria cankers, particularly
'Sheerwater Seedling'. A bit of a long-shot.

No I realised that, just concurred with my own thoughts. I investigated
further yesterday, no discolouration in the wood and new leaves
appearing, so maybe just waterlogging or some other check?
