They do adventitiously send out growth along the branches of the inner crown 
however as Ron says this often doesn’t occur on older specimens so I would be 
inclined to gradually reduce to try and encourage some lower growth with the 
aim of reducing further in a year or two. Also new growth can be susceptible 
to frost damage so hitting hard now may lead to any regrowth that does happen 
to appear being killed off this winter and large wounds being affected.

In my experience they are not very good at responding to hard pruning, 
especially when old ... Very slow to respond I think. But I stand corrected.

Can anyone comment on the ability of Arbutus to respond to a substantial 
reduction?  The size is 8m high, there is substantial decay at the base, 
probably best described as over-mature.
