I've thought about this and, thought some more, and thought it again
over the years and the only conclusion I can come to is, that it simply
prevents just anyone other than the owner mainly, from more or less
removing a hedge. So, it can control tenants from removing hedges as
they see fit and more importantly, anyone living adjacent to land with
important hedges. I've had a few of those queries where people seem to
think they can just take a bit of hedge out at the bottom of their
garden which backs onto farmland, to the absolute annoyance of the poor
old landed farmer ... "because we wanted a view!" I've turned down a few
notices on that basis, which was really nice and convenient, for me.

Couple of questions relating to who can sign a hedgerow removal notice:
Section 4 of Schedule 4 is pretty clear:

I can't think why this is so restrictive in specifying who or what
should sign the notice. Why can't a nominated contractor sign (so long
as the owner's contact details are given). Anyone know?
Am I right in thinking that an agent, such as an Estate Manager,
authorised by Trustees of an Estate, cannot sign the notice on behalf of
the Trustees?
