 The RPA has more functions than its face value of safeguarding root
systems. Assuming we are talking about a building encroaching on the RPA
rather than a service installation, I would venture that the encroaching
tree is unlikely to be sustainable in the long term because of its
unacceptable imposition on the building rather than vice versa.
