I've found it! Section 131 of the guide Exceptions relating to 211 notices 
... Thank goodness. A logical place I suppose? Surely that should be right at 
the beginning for calrification?

With the new government guidance where is it now directed, in a Conservation 
Area, that trees below 7cm diameter do not require a notice of proposed 
works? It is not in the 1990 Planning Act nor in the TPO regualtions to which 
much of the CA clauses refer to. It was originally in the 2000 guide but that 
is now revoked.
