Tony, the LPA can make a TPO if they believe it is expedient in the interests 
of amenity. If there is no present or perceived future threat to the tree 
then it is unlikely to be expedient to make a TPO, irrespective of its 
amenity value. The cost to the public purse of administering TPOs is 
significant. Therefore they should not be used just so an owner can use the 
TPO as a status symbol (which is what it sounds like - forgive me if I 
misinterpreted the situation).

I am stunned to be fair, Why is the threshold so high for TPO'S? the owner 
wants it TPO'd its a fantastic tree.
TPO's appear to be a waste of time then, just no sense.

Possibly, but would need to know more e.g. What's the threat and
what's it's visual amenity value I.e. how many households have views
of the tree and can it be seen from from any public areas.

On form alone, it looks appropriate, but there's other factors to take
into account.
