Bill is spot on, and in granting consent subject to conditions the LPA is
saying that this development is not acceptable unless the conditions are
fully complied with. So, is the development unacceptable if they miss one
watering?

I'm suggesting
thirteen periods of watering at 50 litre volumes per visit. Do you, others
regard this as an acceptable spec?

Don't forget a planning condition has to be reasonable...... 50 litres a pop
might be OK but 13 visits? You're trying to encourage people to nurture
trees, not give them more reasons for saying it's too much trouble.

Obviously I don't know the situation but I get nervous when LPAs try to make
fantastic demands of someone.

Bill.
