The thing is Bill that it is in no way sacrosanct. It's all in the wording:

"planning permission should be refused for development resulting in the loss 
or deterioration of irreplaceable habitats, including ancient woodland and 
the loss of aged or veteran trees found outside ancient woodland, UNLESS THE 
NEED FOR, AND BENEFITS OF, THE DEVELOPMENT IN THAT LOCATION CLEARLY OUTWEIGH 
THE LOSS"

So if you can justify it in the context of the development proposal then you 
may well get consent (HS2 for example).

The NPPF is meant to be newly sacrosanct and while it barely mentions trees 
on the couple of occasions it does, it mentions them in association with the 
word "veteran" and the words "Ancient Woodland." I think there's plenty there 
to let trees be a major factor, just don't start claiming stuff is veteran or 
SNAW when it isn't....
