Tim, why go to all the trouble of challenging the TPO? It is not an 
obstruction to reasonable works or even to acceptable development. It does no 
harm, in fact, it is a good thing in preserving the character of an area. Or, 
is there a hidden agenda?

Tim - See attached - you might investigate whether objections were properly 
addressed at the time it was made (they often aren’t). Although it's too late 
for a legal challenge it may help to point out any shortcomings.
