I would go for one order, keep the numbering in a logical sequence, and just 
denote those yet to be planted with a C in the first column of the schedule

T1 Oak
T2 Oak (C)
T3 Oak 


The order come will into effect immediately for those trees already planted, 
and the 'C' trees become subject of the TPO as soon as they are in the ground.
