I have come across the traffic light system before, makes sense. I'm a bit 
unsure of how to determine if a risk is ALARP though. I know you give a 
definition. 
The cost of remediation, I presume, is the bill from the contractors, the 
loss of amenity and the physiological damage to the tree; which depending on 
the scale of the intervention and the trees health could tip it into terminal 
decline.  Could you take me through valuing a risk though.
