There are plenty of others (most arborists, I believe) who are quite
willing to place enormous estimates of value on trees for insurance and in
court cases. What basis of valuation do those in the UK use to make such
determinations?

We should use them more, being open about their limitations.

If we don't value trees, other people such as politicians, accountants,
managers, budget holders will value them as zero.

Better systems will come along in the future.
