I am intrigued by Edmunds comment of "non market benefits".

What would this include?

I would suggest that some or all really should be added to market benefits
and that we just need to find a way to value them economically for the bean
counters.

I believe parks are or were valued by local authorities as zero. The
question of valuing non-market benefits remains unresolved but to my mind
ecosystem services, which I'm guessing is the thing here, are approximately
worth the planet.

My own personal view is that it is one of a limited number (4 I believe)
of valuation systems that we have.

We should use them more, being open about their limitations.

If we don't value trees, other people such as politicians, accountants,
managers, budget holders will value them as zero.
