Being a Yank, I am out of context, but it reminds me that US tree
management is woefully under-funded and under-understood.

Another subject covered in that Treeworks seminar was road and rail side
trees.
Newtork Rail manage 40,000 hectares of what they call their 'soft estate';
Tony Sangwine (senior principal environmental officer for Highways England
told us that they have an estate' of 30,000 hectares.
On this, 55 million trees & shrubs have been planted since 1958.
He went on "The austerity measures of recent years ) led to a cessation of
routine maintenance and only safety-related management has taken place
since 2019  [this was said in 2015]. The result is increased scrub invasion
(which) will need to be recovered at some time in the future when resource
budget provision is more generous"
So I think that means that Bill's 'scorched earth' policy is likely to
resume in due course...
