There are comments regarding the cost of the policing and the redirection
of resources to police the tree work.

This is similar to the Newbury bypass issue many years ago when security
costs had to be factored into future projects where environmental groups
were likely to protest.

So if the decision to remove trees was a long term financial calculation,
then the policing costs may need to be factored into the equation.
