Those (Regulation 11) applications for LPAs to work on their own trees were often a rubber stamping exercise and an easy job for the inspecting officers sent out to look at them.  However there was one case where a National Park Authority was prevented from felling an avenue of veteran beeches.

BTW Wayne, our National Parks are nothing like the US ones, most of them have people living in them and some include fair sized towns.  We also have a doughnut shaped one that encircled and excluded a slate quarrying town; now the mining has stopped it's become one of the major attractions.
