Compare it to a natural ecosystem Wayne and it's probably normal...
Although that's probably not helpful.

FWIW a street tree planting scheme we undertook, not far from my home so I
get to see it fairly regularly, was at year 5, 100% successful, At year 10
nothing had died although one or two were looking iffy, and by year 18
(last year) some were being removed as part of the street tree replacement
program in Sheffield.

This is considerably better than some of the projects with which I was
involved in the 1980s on one particular street, we had 100% mortality
within 24 hours. (Due to vandalism of course (hanging's too good for em
etc.))

Off-hand the differences between this century and last is that container
grown is now the norm, when bare-rooted was in the 80s, and we plant bigger
in vandal-prone streets, so breaking the things by hand is not possible.
