Why's it wrong?

 

Because it reinforces the greyness of area orders - making it uncertain as
to what is protected and what is not and leaving a lot to the discretion of
the tree officer. The legal protection needs to be beyond reasonable doubt,
not dependent on whether the tree officer thinks it's a tree or maybe a
tree, or not a tree because it is still part of a hedge. One tree officer
may have one opinion and another a different one - that's not good legal
protection.
