It was from a commercial nursery website, so not especially authoritative... But 2.5cm increase in girth is just about what Mitchell reckons represents a typical growth rate for most trees.
Is red oak typical, or faster? Does the year per inch rule apply?
Perhaps Julian's measurements will supply an answer to the mystery!
