You don't need £10K ... all you do is apply the fell the trees and appeal the 
refusal on the grounds the TPO is ineffective.

I've never TPOd a hedge either - what's that all about?  From UKGov
guidance:

Can shrubs and hedges be protected by a Tree Preservation Order?

Authorities may only use an Order to protect anything that may ordinarily
be termed a tree. This would not normally include shrubs, but could
include, for example, trees in a hedge or an old hedge which has become a
line of trees of a reasonable height. The removal of countryside hedgerows
is regulated under different legislation. See guidance on tree size in
conservation areas.

I have a LA who have just put a TPO on a hedge less than 30 years old,
challenged but passed at Council, served it as group order listing only the
species no numbers well who is going to count how many Beech, Oak and
Hawthorn are in this hedge.

No tree officer either

I have a situation where a tree is within an 'area' TPO but quite probaby
was managed as hedge when the TPO was made and has only developed tree
stature in the subsequent 50 years. I'm not going to challenge it but was
intrigued as to whether, if I am correct, the tree would now be protected
by the Order. Just idle pondering but thoughts welcomed.
