Nick,

The LA can offer reduced / lesser works / split decision, but your right of 
appeal on the original description of tree works remains.

If lesser pruning is being offered I would like to think that happens through 
negotiation without prejudice.

My question was more from the LA perspective. If a LA issues an approval in 
response to a tree works app but for lesser works (i.e. a 10% reduction 
instead of a 20%) via a split decision for example, are the LA open to an 
appeal against this?

If you have the decision notice from the council it should state clearly what 
your rights of appeal are and how you should go about appealing.
Unfortunately, councils vary in their thoroughness in their decision notices, 
& they may not have made it clear that their decision notice is a refusal of 
what was applied for. You can also appeal against any conditions imposed..the 
only trouble is that it takes time.
