No I hadn't and I hadn't seen it either Phillip, thanks.
In fact I wasn't sure it was really happening; from a brief perusal there
are some reasonable criticisms in there but some seem a bit unreasonable; I
thought the Council made a reasonable attempt to inform people what was
going on and the couple of road-shows I visited seemed to be well attended,
so that's an aspect of the report with which I'd disagree.
I'll read it properly later.
