It is always tempting to try one's luck on the basis of photographs.  On 
those occasions when I have dealt with tree failure, the photographs the 
emergency services take rarely show any details that an arb needs.
Two important points in the correspondent's commentary; 77,000 trees, and 
"freak" accident.
The roots have a relatively small mass, but that is probably where they 
broke.  (The 1987 storm in SE England in 1987 was really interesting because 
the majority of trees that failed were perfectly healthy and sound.  Roots 
tended to fracture at the root plate periphery where the load- and 
flexing-bearing roots' taper ends. Trees with root problems didn't 
necessarily match this profile.)
Why the roots broke in this instance is pure supposition without being there 
- and even then a bit of head-scratching is needed.
