I agree with Jim about the hazards of surveying by photo, however I'll make a 
suggestion based  on what I can see.

There is a root barrier in the form of a road.  The kerb closest to the tree 
is lifting and the tree has a lean away from the road that appears to be 
relatively recent.  The kerb lift could have been just the effect of 
secondary growth of the roots.  However, the combination of lifting and lean 
suggest the tree has started to fail when the Google StreetView images were 
taken.
