I think the ambiguity isn't in the word 'essential' it's in the UK's 
inability to directly enforce a strict definition of it.

The combination of historic factors (policing by consent) and recent 
reductions in numbers means that we do not have the ability to enforce 
movement restrictions.

If we were like our neighbours in France then I think it highly likely that 
there wouldn't the need for this debate.
If you were caught out and about by one of the thousands of Police Nationale, 
Municipal, Gendarmes, CRS with your clipboard, dbh tape and laser measure 
you'd either be told to go home or get a fine.

Leave it vague, don't or can't enforce it and you'll get a wide range of 
responses.

It's also notable that this has highlights the unspoken divide within UKTC, 
namely between TO's and consultants.

To the best of my knowledge no TO's that I deal with regularly are doing 
anything other than working at home and providing whatever level of service 
they can with the resources they may or may not have. No site visits and no 
council office work.

If we are honest, we aren't an 'essential' occupation with the possible 
exception of identifying trees which represent an immediate danger to life 
but please let's not reopen that can of worms again...

As in everything else in modern UK life it all comes down to money, if you 
are self-employed with bills to pay and the main wage earner you're going to 
have a different definition of essential.

No easy answers so left to each person's feelings or conscience.
I'm not undertaking site visits for at least the next three weeks but 
everyone has a different approach to this.

At least until HMG are providing 80%  of everyone's salaries.

I believe that they are being deliberately vague about the "absolutely 
necessary" bit to give themselves some wriggle room.

When they have shut shops, pubs etc, those businesses can claim the e80% of 
employees salaries.

Where businesses have shut themselves without clear direction from the 
government I don't believe that they have agreed to or will meet this bill.
So those that can still work safely will continue to do so.  I wouldn't fancy 
going into London on public transport a the moment though.
