Part 4, s 17.  There is no provision for altering the specification as 
applications (should) require public consultation.  Some officers exercise 
"de minimis" but that is just sensible pragmatism - there is actually no 
provision for it.

which consent was given.   Procedurally it is no different from felling
when consent for pruning was given.
In the circs you suggest the work specification could probably be
re-negotiated - depending upon the situation.  There could conceivably be a
consultee who did not object because they wanted to see the tree removed
for whatever reason, and might want to object to pruning because it would
remain.  However, there is almost invariably a re-planting condition -
although one has to be patient!

A little while ago I think I recall a thread where underaking pruning
instead of the consented felling works to a TPO tree was discussed. It was
suggested that this would constitute an offence. Can someone remind me why
that would be the case.
