I suspect that everything will be streamlined to achieve "financial" recovery at all cost, so you have probably identified one weak link there. All it needs is a PM with the will, (just look at what Bolsenaro did) and forget the trees, we'll be whaleing again !

It strikes me that if planning rules were rigidly applied, "outside the RPA or you just won't get planning, (sorry)", then Arborists and planners could talk for the first time about idealised tree focussed planting of a treescape for the future rather than arguing endlessley about the details involved in protecting our existing tree heritage.

Of course, in typing that I realise that i have identified another weak and perhaps superfluous parasite to the current planning process, the Arborist .... Me.
