The state of the tree(s) is precisely BECAUSE of the act(s)
These were carefully selected, a strictly fastigiate variety intended to develop precisely the forms you suggest Ian, with clear stems narrow ('nice, neat' if that's your thing) crowns. They couldn't get them in extra heavy standard but had six foot steel guards around them. But within a few months several had had their tops broken. I believe they were then all topped ('tidied up') with the inevitable result, having lost their leaders, that they burst out from ground level up and developed several leaders. The epicormic shoots should have been trimmed off and it was hoped that they might be rescued with formative pruning, but the side growth was left (difficult to prune inside the guards) and subsequently the top-growth was all hacked back again. The shopkeepers had pressured to have the previous trees removed (they were unsuitable) and these were chosen with the intention of keeping them  happy and providing clear views for the CCTV cameras (which failed to identify any culprits, by the way.) It was a small local scandal, and lessons MAY have been learned. But poor management once again resulted in an awful waste of quite a lot of taxpayer's money.
