Well, it's behind a Sunday Times paywall. I'm not sure how many people will 
see it. I'd be more concerned if it was in the Mail or the Sun.

I don't know about anybody else but my biggest concern with this would be 
tree owners seeing it, and then stripping all the ivy from their trees to the 
detriment of any little residents, rather than hordes of belligerent Sunday 
Times readers suddenly descending on the Council demanding action under the 
Misc Provisions Act.  

But it is annoying that this chap feels he can expound on tree hazard 
assessment when his expertise is dispute resolution. You wouldn't find people 
making statements outside their area of expertise on UKTC!

Do you get the impression that the author has never acted in such a 
circumstance and has complied this whole article after a cursory 5 minute of 
google searches?

I'd be more inclined to put it in the joke category!
