The cost is not just disproportionate to the risk; it's likely to be disproportionate full stop and will merely put pressure on the owners to get rid of the trees. Are they TPO'd? And if not, should they be, as they are now implicitly under threat? Bill suggests throwing the ball back to the insurers; I'd suggest throwing the whole policy at 'em. Advise the clients to seek another insurer at the first opportunity and terminate this policy.

which would prevent/reduce the risk to people or cars?
The cost of monthly tree inspection would not be proportionate to the risk 
posed by the said trees surely.

I have been asked today to provide cost for inspecting trees monthly, yes 
inspect monthly!

Believe this is coming from insurance company as they paid out on a failed 
tree that likely wrote off a car.
