I may have come late to the discussion here, or may be missing something, but
wouldn't say something like i-Tree Eco help, particularly if you're doing it
on a ward-by-ward basis?

Also, and as I've raised in my own discussions on something similar that I'm
involved with, canopy cover is only relevant to the time the data was
captured. You then have to factor in tree loss (felling licences etc.) against
projected increases and targets, and have future canopy cover analysis to
ensure you're meeting any projected targets as opposed to overseeing a
diminishing canopy cover.
