I share your disdain and irritation for the approach LAs take to answering
criticism Paul, and Sheffield's Politicians and Senior Officers undoubtedly
made a lot of mistakes with the Streets Ahead scheme, at least insofar as
it related to the management of street trees. But at its heart, the
replacement of elderly street trees is in my opinion, actually no bad
thing. And I suspect that many right-thinking-Arbs if confronted with the
question of "does this extremely nondescript street tree justify the
expense of trying to work around it?" would be obliged to answer "no."
As to corrupt? I've been kicking around the development industry for quite
a long time now, and as far as I can tell, I've never seen a Tree Officer
or other Officer attempt to solicit any sort of inducement. That is of
course if you don't regard a S106 payment or a CIL payment as an
inducement. That said, the Donnygate scandal must have been in progress
when I was working around Doncaster in the 90s, but I was much younger and
more naive, so probably wouldn't have understood...

It's totally unacceptable behaviour, potentially corrupt in nature but
certainly undemocratic.

Well done to the complainant in this situation however for persevering and
at
least getting some kind of acknowledgement at the end of it all.  They
deserve
a medal IMO.
