The making of a TPO to cover agreed landscaping schemes on proposed
development sites is something I previously investigated in another
employment.  No issues from the LPAs perspective other than concerns being
raised by the 'powers that be' about it potentially putting off new buyers !

I left that organisation (not because of that!) but have picked it up with my
current employer.  In fact I'm including it as a suggestion being put forward
as part of my LPAs wider current Government consultation on the NPPF/National
Design Code (deadline 27 March 2021).

Let's see if it gets any traction.
