Kill it first with injected Roundup (agricultural NOT garden centre!) which 
is systemic.  I used to use triclopyr (Broadshot/Garlon) the 
broadleaf-specific sister chemical to glyphosate, but I think it is banned 
now).  SBK is still available which has triclopyr in it, but I don't know the 
concentration.
Otherwise felling will cause sucker city!

Morning all,

I'm looking at a site where a neighbour's mature hybrid poplar (some 5m
from the boundary) is damaging the car park surface by root expansion.

One option would be to remove the tree, but how to prevent the remnant root
mass from suckering?   Is the idea to ring-bark the tree so that it "dies
naturally" and then remove the dead standing tree?
