It depends upon size and whether topiary disqualifies a tree species from 
being a tree.
I repeat the wisecrack that if two arbs agree, one of them is probably wrong!

Hmmm, not sure I agree Jim. They don't look like 'trees'. They're a formal
feature. As such, I'm not sure they're what one would 'ordinarily call a
tree' as in Bullock vs etc.  Just a row of square boxes of foliage. Since
when did trees look like that?

although not open-ended.  If in a CA, again if defined as trees, then as
notification only requires a letter, then e-mailing one a year with the

Thoughts please

A client has a row of pleached limes. Would these qualify for a TPO? Does
the annual pruning require Conservation Area notification? Or are they a
'hedge'?
