Well I think it obviously doesn’t develop Wayne.... This is a tree in an 
urban fabric and there is lots to compete with underground. Many trees in 
that situation do not get the luxury of an "ideal" root system, if they get 
one at all. But many of these trees thrive whatever you throw at them...

the cables to be unearthed in the future (for maintenance or replacement).
Using a root guard would allow such a space to be retained.
